1. In a heavy saucepan with lid, heat the oil, add the onion, garlic and pepper and sauté until the onion is tender. Add the tomatoes and cook, stirring, until the mixture is thick. Season with salt and pepper. Add the beans and stir to mix well.
2. Add the rice and water, mixing. Cover and simmer until the rice is tender and the water evaporated. Serve with fried eggs and plantains.
