1. In a saucepan heat the oil and cook the onion, green pepper, garlic and red pepper until the onion is tender. Add the meat and cook until it has lost its color. Add the tomatoes, cumin, salt, pepper and raisins and cook for 20 minutes.
2. Add the olives and capers, and cook for a few minutes longer. Serve with white rice, black beans and fried ripe plantains.
