For the sauce:
1. In a bowl mix the mayonnaise and flour; gradually add the milk and egg yolks. Pour into a saucepan and cook over low heat, stirring until it thickens. Remove from heat and cool 15 minutes.
2. Beat egg whites until stiff and fold into the mayonnaise mixture; season to taste.
3. Pour the mixture in a jelly-roll pan, lined with oiled waxed paper. Bake in a preheated 375° oven for 20 minutes. Loosen edges of roll and invert on a dish towel; peel off wax paper.
4. Spread roll with ham, cheese and scallions. Starting from short side, roll cake and towel up together and cool on wire rack. Serve with a sauce mixing mayonnaise, mustard and scallions.
