1 Heat oil in wok or large frying pan over high heat. Add the beef, season with salt and pepper and sauté quickly until browned. Add the green onions and chili pepper and cook another 3 minutes.
2 Mix the soy sauce, cornstarch, wine, and sugar in a bowl. Pour the mixture into the pan with the beef and stir. Cook 3 minutes and serve immediately with rice.
