1. Cook the potatoes in plenty of boiling salted water for 20 minutes. When soft, drain and purée. Add pepper, eggs and the flour diluted in milk. Mix all ingredients and shape into a round cake.
2. Heat 4 tablespoons of butter in a frying pan and pour the mixture. Sauté until the cake is lightly browned. Turn over, add the rest of the butter and brown. Serve hot.
