1. Combine meat with parsley, salt, onion salt and milk. Shape into loaf 2 1/2 inches thick. Mix flour, salt and paprika. Use to coat meat loaf.
2. In a large skillet gently brown meat loaf, turning once. Add onion, and bay leaves. Simmer covered for 30 minutes or until done. Carefully lift loaf to a heated platter. Top with onion slices from pan. Remove bay leaves and serve with the cooking juices.
